Since 1960s , the global society has faced unprecedented challenge because of the appearance and aggrevation of environmental problems. For a long period of time it has been said that sovreign country and international gevernmental organizations are the two main forces in the process of dealing with global environmental problems. While because international environmental problems have such features as globality, integrity and public-interests, there is a need of corporation among all kinds of groups in order to protect global environment. Under this circumstances, environmental non-governmental organizations appears in the international stage, which has provided with fresh thoughts and new ways of handling environmental problems.Environmental non-gevernmental organizations can link up many social sectors, take collective actions, take their own advantages in the field of public-interests, knowledge and system, and promote both international community and sovreign states to take more active action to protect environment. In general, environmental non-governmental organizations have played important roles on the legislature of international environmental treaties; In many countries , environmental non-governmental organizations also provides powerful drive forces for the public participation in dealing with global environmental problems, especially in their influence on promoting the environmental protection awareness of the public. On the other hand, the appearance and development of environmental non-governmental organizations also result in some uncertain factors, which make international environmental law have to face some new challenges.
