The Study On Management-mode For High-Technology Enterprise Of Survey And Design

In recent years, the establishment of modern enterprise structure in states-owned scientific research/technology-oriented administrative institution so as to achieve enterprise management becomes the inevitable trend for further deepening economic mechanism reform, along with which, the reform on management mode so as to improve operation and management efficiency becomes a new problem to be solved. How to establish as fast as possible the new management mode which adapts to practical Chinese conditions and which adapts to enterprise characteristics becomes the top priority issue in scientific research/technology-oriented enterprise which has lived and grown in planned economy environment for a long time.By taking the mechanism reform of CCSHI (originally the "2nd Highway Survey & design institute with MOC") as the case, and on the ground of penetrating analysis on inside/outside environment of this enterprise, present management conditions and existing problems, this paper has put forward the concept that management mode of an enterprise is equal to management system + management mechanism. Then, on the basis of comparison and analysis on management mode of domestic/foreign enterprises concerned, the integrative management mode of the English Company, i.e. ARUP is taken for reference, and the general considerations on how to establish new management mode which adapts to China scientific research/technology-oriented enterprise in survey & design sector and some problems to be paid attention on are discussed.This paper deems that: as for survey & design enterprise, after the active transition from administrative institution invested and managed by the sates to market-oriented enterprise, attention shall be paid on study on human resources, marketing and policy resource management, and the integrative management mode regarding technology, finance and human resources shall be generally adopted. During the management practice,operation and management policies such as flexible outwardly and strict inwardly or virtual enterprise etc. can be adopted.The author of this paper hopes that the study in this paper can not only provide new thoughts for the mechanism reform of state-owned scientific research/technology-oriented enterprise like CCSHI, but also provide references for management mode reform of other types of scientific research/technology-oriented enterprises.
