The controversial focus about segregate management and mixed management is risk and efficiency. As for as risk is concerned, all of the management have risks in any assets, the key is how to control risks. Along with the development of modern finance industry, the proportion of risks about bank's management is not in their management items, but in their use in management ability of finance and control technique about risk. The defect and lack of mixed management can be avoided until the advance of supervisory ability at some degree.Mixed management can enhance the whole efficiency of finance system, it is fitter for the development trend of integrative economy and finance than segregate management. But carrying out mixed management has its inherent reasons and conditions. Only when all of these conditions about practising mixed management are possession can we ensure finance. But, being the actual condition isn't enought in our country, it needs a process that segregate management turn into mixed management is gradually. In the interim, we should take the mixed management gradually. Namely, under the segregate management precondition, we practise mixed management in order to ensure finance.This thesis points out the viewpoint emphatically that we must catch the five years of protective period after entering WTO, relaxing finance control, pushing finance freedom , turning supervisory idea, putting the market in order, setting up tight control system about finance risk., which can create favorable conditions for the mixed management and enhance the competitive ability of finance institution, resist the impact from foreign finance institution, ensure finance safe and stabilization.
