| The issues of poverty and environment are very pressing in western China and these two issues are inter-connected to each other.The poverty is mainly caused by environmental factors . In Xinjiang 440,000 people are living in poverty. Most of them live in Hetian , Kashi and Kezhou .Forest area is becoming smaller and desert area continuously getting larger. Natural calamity is increasing as the natural resources are being irrationally exploited in poor areas. These areas have all been suffered from poverty and eco-environmental worsening in the course of development. Poverty is the very root to bring ecological worsening, and ecological worsening can also bring poverty. The essential approach to anti-poverty is to break the five vicious circles, which are eco-environmental, economic, social, populational and anti-povertial .We must harmonize these five circles. So the study of several problems about anti-poverty and eco-environmental sustainability is very important. In this study, the three regions in south part of Xinjiang were taken as a case, and being accorded to modern ecology and environmental economic principles, the systematic analytic approach was adopted, the real example was analyzed for the thread, in the combination of the theory and practice, to relevant constant several questions was carried on the deep analysis very against between poverty and eco- environment. In order to build for the core against poverty and sustainable ability of the ecological environment and through discussion of the relation against the poverty and ecological environment, the optimized model of development in eco-environment and economy was established on " the poverty being shake off by the science and technology and taken as the leading factor with the ecological environment for the foundation," In the introduction part, the research background of this paper and significance of this subject were described. The instructional theory and method of this work were also laid out.Chapter one is divided into four parts. In the first part, geographic location, climate, the population condition , the water and land resource in Kezhou , Kashi and Hetian were introduced separately. In the second part, the history and reality of anti-poverty strategies of Xinjiang and three steps plan for anti-poverty were explained in detail. In the end, the accomplishment and existing problem in anti-poverty affairs of our party and government were concluded.In the third part, according to the first hand material from the practical survey, the characteristics and attributes of poverty in three regions in south part of Xinjiang were discussed in macro and micro angel .In the fourth part, in accordance with the water and land recourse problems, in flation of population and increasing natural calamity, eco-environmental problems were pointed out.Chapter two is divided into two parts. Firstly, by using the coupling phenomenon theory in physics, we put forward the fact that the distributions of vulnerable eco-environment and poverty meet with each other in the area of tree regions in south part of Xinjiang was put forward. Secondly, by using systematic analysis, the vicious circle in environment, economy, society, population and anti-poverty were pointed and the relation between anti-poverty and environment sustainability were also further studied.Chapter three is divided into four parts. Each part contained one vicous circle. As a result, the solutions for these vicious circles were suggested, and anti-poverty policy for the three regions in south part of Xinjiang were exposed. Chapter four is divided into three parts .In the first part, the concept of eco-emegration and its difference from other style of emegration were described .In the second part, the successful and failed cases were explained, and the effect of eco-emigration to the settlement area and emigration area were discussed .In the third part, some countermeasures against the existing problems in the eco-emigtation were provided. |
