Japanese economic assistance to ASEAN (the Association of Southeast Asian Nations) is politically motivated as well as its commercial purpose. This article emphasizes the political significance of Japanese economic to ASEAN after world war two during which it falls into three phrases. At the first stage from early post war to the late of 1960s, Japan began its plan of economic aid to ASEAN which was of much economic tendency, however, to some degree, also was of its political meaning. Japan made an effort to follow the U.S. in international affairs to meet the need of cold war launched by the United States of America and the Union of Soviet Socialist Republic. Much economic aid was used to keep ASEAN countries in property so as to keep the influence of communism out of the region and to better the relationship between Japan and ASEAN. At the second stage between 1970s when the Fukuda doctrine was first delivered and the 1980s throughout which Japan's comprehensive national security strategy was carried out, Japan played a more active role in its diplomacy. Its assistance to ASEAN made a gradual turn in its meaning from a commercial motivation to a focus on political significance. The aid was to help the donor country improve the mental image among the receivers and to play a political role in regional affairs, especially in Indochina. The political sense of its economic assistance to ASEAN began to be visualized. At the last stage , from the post cold war on, Japan's economic assistance to ASEAN have been directly utilizing to serve its "strategy for great political power" and was considered to be obviously politically oriented. Due to the transition of international structure, Japan made explicit its desire to be a political power. ASEAN's enlargement and its swelling of strength as a whole has been increasing its weight in Japan's diplomacy and is considered to be a natural influence domain and constituency. This mainly demonstrated by the doctrines addressed by many Japanese Prime Ministers. In addition, Japan fight with America to maintain its role as the largest aid provider during the Asian financial crisis ,which clearly expresses Japan's wish to draw ASEAN into its orbit.
