Based upon the information technology, ERP (Enterprise Resource Planning) is an integrative management system focused on an enterprise's resources, which integrated all the managerial elements, such as management theory, business processes, basic data, human & material resources, and also computer hardware & software.In the early 1980's, many Chinese state-owned enterprises began to apply MRP/MRP-II (Manufacturing Resource Planning) in their practices. It was not until 1990 that MRP/MRP-II was replaced by ERP. And meantime, the avalanching employment of ERP spread over China, which was thought to be an enterprise's instrument to improve managerial modernization, to perfect managerial science, and to enhance managerial information technology.The assay mainly aimed at the implementation of the EPR program in SINOPEC Co. Tianjin Branch, which, amply discussed the key issues that made enterprise successfully fulfill the EPR program as system analysis, program selection, implementing principle and the problems frequently met during implementing period, as well as based on in-depth research to table a feasible proposal. Besides, the assay also analyzed case enterprises from deferent point of view, and, made an idiographic description, analysis and evaluation towards program management, technology management, benefits evaluation and the existing deficiency of the EPR implementation. Consequently, summarized some rules and effective methods for state-owned enterprises that show an instance for the state-owned enterprises that want to implement EPR program.
