From the view of the world and especially after the emergency 11 September 2001, external economy environment is getting into decline, so every industry and company realize that low cost is the most important means and main trend of company's future development. Along with the rapid development of Chinese economy, globalization and severity of competition, more and more Chinese companies choose human resource management service to promote their development.As foreign service agency, Sichuan Foreign Enterprises Service Co.,Ltd (SCFESCO) developed with Chinese reformation and opening and piled up experience on Chinese employee management. SCFESCO contributed to development of Sichuan human resource.With the access of WTO, more and more foreign enterprises entry China market and bring more opportunities to SCFESCO than befor. Mean while with the human resource market's opening, SCFECO face furious competition. How to turn former advantage to competitive advantage is the key factor of SCFESCO development.At present not only thesis but also practice are short of professional and special study of human resource management service. It is very important to research the service agency's development because the comprehensive of character, mechanism, function and running model of the agency are lack and some major differences exist between company's need and service agencies. This article applies discuss and analyze Sichuan human resource management service industry and characteristic. According to development and it's advantage and weakness, SCFESCO should obey the market economy rules and the specialty of customer service, design diversity strategic competitiveness On this base, obey the market economy rules and the specialty of customer service to bring forward its running mechanism, function and mode.
