The movement of rural collective construction land (MRCCL) is the innovation of rural collective land usage system in the new period of our country. It plays a great role in rational disposing land resources, improving land utilization ratio and quickening the step of rural urbanization. It can also protecting cultivated land by moving reserved construction land, promoting rural economy development and increasing peasants' income, pushing forward a series of reformation of rural landed property rights institution and land requisition system etc.So, this dissertation makes a thorough study on MRCCL after an on-the-spot investigation and a wide range of data collection. Firstly, the dissertation makes its theme and train of thoughts clearly, defines some basic terms briefly, and reviews some general theories about the Transference of the Land Use Right(TLUR).Subsequently, in order to prove it's objective necessity, the dissertation concludes the present conditions and analyses it's reasons. In order to understand the necessity of carrying through the movement of rural collective construction land (MRCCL) deeply, this dissertation applies some theories of economy to explain the economic reasonable of the movement of rural collective construction land (MRCCL). It puts forward a design of MRCCL on the basis of present situation and existing problems of MRCCL. Through practical cases' analysis of experimental regions, the dissertation puts forward the plans of present problems and studies the main economic problems of MRCCL thoroughly. Finally, in order to assure the movement of rural collective construction land (MRCCL) to be structured and put into practice, the dissertation puts forward some policy suggestions for the management of the movement of rural collective construction land (MRCCL).
