After our country enters WTO , we must meet the needs of WTO transparency principle , take many kinds of measures to pursue the administration to disclose, and set up sunshine government. It must be chosen that this is reality which our country can't avoid . So, administrative openness current situation of our country and this subject of the countermeasure carrying on research after entering WTO, the theory is importance and realistic meaning. Investigating the research results of the academia, I find , because the time to study about this subject is not long, it is sure insufficient to have still in studying the depth. They display in administration disclosing reason analysis of issue and realizing countermeasure discuss, laying particular emphasis on the levels , such as legal system , idea ,etc. and analyse , seldom involving from level analysis , such as the political system , administrative management system ,etc. and discussion . In view of this, I attempt to carry on deeper research to this subject under the guidance of tutor Dr. Zhou ShiZhong. This thesis of about 50,000 words, is divided into three major parts, namely:The current situation of the administrative openness in our country;The origin of the questions stored about the administrative openness in our country;The countermeasure to advance administrative openness in our country. First part. On the basis of defining meaning of the administrative opennss, from setting up to the executive power one's own operation tied mechanism angle.I have analysed further that our country realizes administrative openness necessity. And explained administrative openness current situation of our country from two respects. First, our country has accelerated administrative openness paces. In administration legislate publicly and administration disclose practice, our country have already taken many kinds of measures to advance the administration to disclose, in order to meet the needs of entering WTO. Second, the administration of our country has a lot of questions publicly . Display it in legislating of the administration publicly , such respects as the idea of administrative openness, the practice of administrative openness.They have restrained the administration from disclosing the promotion of the work to a certain extent. Second part. Getting deeply to the origin level, it is analysed that our country realizes administrative openness obstacle factor. The administrative discloses is the legal obligation that is an administrative subject , meanwhile, the administrative openness realization need other state power system , citizen , social , legal system ,etc. external force promote and cooperate also.So I regard administrative subject as the study platform.The origin about the problem of the administration disclose in our country is divided into two parts to research at present, namely the origin in the administrative subject system and origin outside the administrative subject system. The origin in the administrative subject system is shown as mainly: Administrative management system is not perfect; The civil servant's administrative quality is not high. The origin outside the administrative subject system shows mainly: Not separating the Party work from the government work , substituting functions of the Party for those of the government , the phenomenon still exists; The supervision system to the executive power is not perfect; There are defects in legislative idea and legislative practice; The legal quality of the relative people and citizen is not high.
