Research On The Way To Developlabor Protection Industry In China

Labor protection, as one of the important subjects in occupational safety field, has been studied and implemented for years and in the workplace it plays a positive role in ensuring workers' safe performances. However, with development of economy and changes in industrial structure, the original labor protection system can no longer meet modern society' demand.With development of economy, the emphasis of occupational safety has shifted from equipment and property safety to human safety—labor protection. The author makes a careful study over this trend and notes that industrial structure's change towards service industry has led to occupational accidents, which as a result have a big impact on social stability and the environment. By analyzing this impact, the author puts forward a new study focus for modern research on the subject of labor protection.This paper provides an insight into the labor protection system. A detailed discussion about how to free the labor protection industry in China from the planned economy will also be made in this paper. To get rid of the low efficiency caused by planned economy, marketization is the way out.The realization of industrialization in China is confronted with many obstacles at the current stage. Examples are, people's purchase will for safety products; the lack of investment in labor protection industry from both government and enterprises; the disconnection among the different parts in the labor protection industry's new supply chain; inadequate experience in labor protection industry's marketization; frequent amendments or changes in individual protective equipment to meet the new demand, and the imperfection of laws and statutes related to labor protection industry, etc.Based on a careful study of present condition, as well as an analysis made by comparison, suggestions and measures are offered as follows: seize the opportunity of our nation's great concern for and large input in the labor protection industry, especially on those special occasions such as SARS, so as to raise people's and government's safety awareness; make good use of the opportunity provided by "Safe Olympic" and "Scientific and Technological Olympic" to improve individual protective equipment's scientific and technological features to satisfy the new demand; China WTO entry's driving effect on the perfection of the laws and statutes which are relevant to labor protection industry. The problem that demands urgent approach in the course of labor protection marketization, is the disconnection among different sections of the new supply chain. Targeting this problem, the author established an operation model on the industrialization of China's labor protection consulting industry.In the process of problems-raising, analyzing and suggestions-giving, this paper has received a lot of valuable materials from Labor Protection Research Institute of Beijing, and its strong support in analyzing and argumentation makes this paper recommendable not only in its academic value but also in the practice of its actual implementation.
