| How to relieve the financial stress' restriction on the grass-roots political power in towns and villages is an important aspect in the research of the rural area, agriculture and farmer. Based on this point, this thesis applies sociological theories and methods, trying to know about the actuality of the gross-roots governors' function fulfilling from the inner of the rural community, also this thesis discuss the results of the financial stress. We divided our research into the following four parts:Firstly, we explain the starting point of the research, the track of our study, the theories we depend on, the significance of the study, the originality and the method of the study.Secondly, this thesis analyzes the current condition of the gross-roots governor fulfilling their function thought the survey on the spot and interview of residences in the rural areas. The study shows that, the fulfillment actuality of the grass-roots governors' function in the rural areas have certain distance either in the function of gross-roots governors' economic macro-control, the administration governing, the social security, the social work and the intendance in satisfying the residences' demand of public service.Thirdly, based on the description of the financial conditions in the rural areas and towns, this thesis analyzed the financial stress' restriction on the grass-roots governments' function. Study shows that the finance problem in the rural areas and towns is the one of the core factor in the grass-root governing system, its evolution decides the fulfillment actuality of the grass-roots governments' function and the supplement of the public service, also its evolution have effects on the economic development in the rural community.At last, based on the positive analysis, this thesis gives some suggestions on how to set up the fiscal system in the rural areas and towns according to the demands of the public finance.
