Theory And Approach Of Performance Evaluation In Public Administration

Excellent performance is the base of constructing and perfecting government image. Performance evaluation is a technical tool of measuring government's management level, function efficiency, output quality and efficacy. The private business have imported the theory of performance evaluation for a long time. With facing the crisis of finance, management and public, at the same time the public had more and higher demands for government, many governments began to pay more attention on inducting performance evaluation. But because the government's output is applying good service to public. The efficiency, quality and efficacy of service were so difficult to be measured.The thesis, under constructing servant government, analysised the concept of customer satisfaction, inducted the concept of public satisfaction, and made it as a indicator of measuring the performance of governments. To evaluate the public satisfaction, this thesis constructed a series of indicators, and presented a method as fuzzy comprehensive assessment to evaluate the public satisfaction.
