After China take part in WTO, talents are facing the serious competition in home and abroad. The situation that competent person who abandon one occupation in favor of another is becoming more and more grim. The security problem of talents in the state-owned enterprise is becoming an important subject gradually.The thesis is divided into five parts. The first part is the concept of talents and some general theories, which introduce some concepts of talents for times, the Wang Tongxun' s theory of talents, the theory and form of rotational flow of talents. The second part analyses the present situation of rotational flow of talents in the stated-owned enterprises. The third part analyses the seasons of rotational flow of talents. The seasons include social factors, organizational factors and personal factors. The forth part analyses the effect of rotational flow of talents to the development of the state-owned enterprises. The fifth part is the most important part of the thesis, which inquires the risk management of rotational flow of talents in the state-owned enterprises. Two kinds of concrete ways are being put forward. One is to avoid risk happened or reduce risk probability to the absolute minimum, measures are adopted to avoid the risk of rotational flow of talents. The other is to reduce the lose to the absolute minimum, after the risk has happened, measures are adopted to control the risk. The sixth part is the summary of the thesis.
