Research On The International Coordinated Industrial Policy:the Transform Orientation Of Chinese Industrial Policy

Since the world has entered into 1990s, modern industrial policies have changed a lot with the rapid progress of economic globalization. The industrial policy has transformed from the traditional one to an international coordinated industrial policy. After summarizing the result of former researches, the thesis defines this new policy as the wide range of government actions designed to promote growth and increase the competitiveness of all industries in an economy by coordination. The characteristic of this policy are: duality between its object and main body, horizontal measures and nationality emerged with strategic interests. The main issues include: national strategic tech policy, industrial standard policy & coordination, industrial environmental policy & coordination, early-warning mechanism of industry injury, de-regulation & cooperation of anti-trust law, cooperation of energy problems and infrastructure and cooperation of intellectual property protection, etc. Then a case study of European industrial policies has been carried out. Moreover, the thesis analyses the reasons of such kind of transform from the object and main body of the new policy, respectively. A Hamada model has been used to illuminate the necessity of international coordination between industrial policies in the condition of economic globalization. Based on such analysis, a model of industrial policy's mutual effect mechanism of two supposed countries has been proposed, and another model has illuminated the internal forming mechanism of the international coordination of industrial policies, applied the cooperative game theory. In the end, after summarizing the main problems in the practice of former Chinese industrial policies, the thesis has analyzed the internal demand of transforming of Chinese industrial polices concerning the situation of China, and pointed out that the Chinese new industrial policy should transform to an international coordinated industrial policy with Chinese characteristic. Furthermore, the features, main contents and the choosing principles of measures of this new policy have been analyzed. It is expected that this thesis is beneficial to the establishment and implement of Chinese industrial policies fit for the economic globalization.
