Study On Porduction And Living Standard Of People Affected By Flood Control Works On The Yellow River Downstream

Land acquisition and resettlement planning is an important component of the implementation of flood control works on the Yellow River downstream. It has a strong relationship with rational decision of the engineering scale, production and living standard of residents as well as the rehabilitation and development of the engineering affected area, so it is a field of technical economy characterized with policy instruction and extensive aspect coverings.It is a new research subject to formulate the index system to reflect the production and living standard of affected people so as to understand the various factors affecting the production and living standard of affected people and their changing rules. At present, there is no systematic and recognized research result in this field.Taking the Yuanyang project of the flood control works as the research target, this paper makes the complete investigation of the production and living standard of the affected people through the application of expertise in sociology, economics, statistics, mathematics and philosophy with the combination of the rehabilitation and development course of the production and life of the affected people. Based on basic theory of the stratificational analysis and comprehensive fuzzy analysis, this paper also proposes the index system and calculation methodsA-3reflecting the production and living standard of the affected people.Combined with the ADB loan project, this paper has strong practical value. It provides references for the land acquisition and resettlement of the flood control works of the Yellow River downstream and can be utilized by design, management and other decision-making organizations for resettlement planning and post-resettlement decision-making.
