Festival and events tourism is one of the hot topics and significant contents of the current development of tourism of China. It plays a great important role in promoting regin's economy, building city's image and refining traditonal culture. However, in view of the festival and events tourism in China, it has some problems, such as: themes being similar and without innovation, operations being barely standardization, and performance being unsatisfactory. It is due to that most of the festival and events tourism were operated by governments instead of market.The dissertation, at beginning, summarizes the concept, the types, the consisting elements, the essence and nature of festival and events tourism, and then, it takes Wuhan ?Dongfeng Peugeot Citroen International Tourisn Festival, China 2003 as an example to analyze the causes which affected the marketing operation of festival and events tourism and probes into the elements and layouts of the festival and events tourism in market. In the end, it proposes some relevant suggestions and countermeasures to it and points out the roles of governments in festival and events tourism.
