Two big changes have taken place in the United States' international trade field since 1980's.One of above big changes took place in the field of economic theory. The traditional Theory of International Trade, which is based on Perfect Competition and Invariability of Scale Return, can no longer justify many economic novelties. In addition, the other big change taking place in the American economic practice was that, the exports from the U.S. were confronted with fiercer and fiercer competition from European Union (EU) and Japan. Meanwhile, many American exports had lost or were losing their international competitive power which resulted in one great change of pole for the U.S. in the international trade structure.It is the interaction of these two big changes which propels the government of the United States to deal with international trade seriously, especially great impetus to American economy from international trade. From then on, the American government began to take Strategic Export Trade Policy (SETP) into consideration in its economic policies, gradually esteemed and applied as well. As we know, SETP achieved its proper position in the manner of National Strategy of Export in the presidency of Clinton.This thesis begins with analysis of SETP, which is composed of Diversion of Return and External Economies, and it is followed with an econometric model. The main content of the thesis focuses on the practice of SETP in the United States. And this kind of practice is represented by trade policy, exchange rate policy, industrial technology policy, and many export-supporting policies from American government, who has been facing with mighty external pressure since 1980's. The thesis consists of five chapters. The first chapter will give an introduction to the theory of SETP as well as SETP target and policy methods. Then the second chapter will state macro-policies of SETP implemented in the U.S., which is made up of Hi-Tech industrial technology policy and exchange rate policy, as well as an exchange rate-export econometric model. After that, the thesis goes on with micro-policies of SETP implemented in the U.S., which focuses on industrial competition policy of small business besides that of sizeable enterprise. At last, The introduction to NationalStrategy of Export, the dispute on Foreign Sale Cooperation (FSC) with EU, and some suggestions to China's SETP altogether contribute to the last chapter-the development of SETP in the United States as well as the comments on it.
