The Research On Some Questions Of Our Country's Occupational Pension Regulation

Occupational Pension is economic basis of Occupational Pension System whose smooth operation depends on the former' strongly support. Things such as Pension Management is whether fine or bad, Pension Regulation is whether potent or not, and Pension System is whether wholesome or not, etc, all have straight influence on Pension's safety, integrity, and Occupational Pension System's steady operation. When making a comprehensive view on Occupational Pension Regulation of different countries and regions, we can see disparate contents and forms. Whether there is some kind of best regulation pattern fitting for all of the countries and regions? Whether there are some universal rules exist in Pension Regulation? What important should be regulated, and how? All those questions are subject matters to be studied in this dissertation.The first chapter of this dissertation sets forth study background and research meaning, makes comprehensive review of relative literatures about western regulation theory and Occupational Pension Fund Regulation, and introduces this dissertation's framework and its main contents.The second chapter particularly introduces and makes comparative analysis of the two classical theories in two development-stage of western Regulation Theory. Then based on the characteristics and risks Occupational Pension faced, this chapter makes discussion of these theories' application in Pension Fund Regulation, taking the Theory of Economic Regulation as theoretic tool for Fund Regulation of our Occupational Pension currently.The third chapter presents and compares two classical Regulation Mode, namely Prudent Regulation Mode and Strict Limitation Regulation Mode, then chooses America and Chile, a developed capitalism country and a developing country, to make positive analysis. Based on former theory, this chapter finds out deep-seated reasons for the country's choosing of Pension Regulation Model, and also makes analysis of current international development tendency of Occupational Pension Regulation Mode, which offers experiential consultation and theory foundation for choice of our country's Occupational Pension Regulation Model.The fourth chapter, making analysis of Occupational Pension's development andregulation status in quo of our country, taking into account the current situation of China, adopts Strict Limitation Regulation Mode as the Regulation Mode appropriate for our country currently, and constructively expounds in such questions as how to choose Occupational Pension Regulation Model which is fitting for our country, and what is about the Principal Organization and Content of Regulation.
