Study On Rural Land Consolidation

Because of the large population , per capita cultivate land is small. At the same time, the quality of cultivate land is poor and the quantity of the potential cultivate land is small. So, to attain the goal of insuring the supply of food and relief the contraction between people and land is not only a social issure, but also an economic and political issure. Now, the acute problem confronting the use of land is that population is kept on increasing on the one hand, and on the other hand, the demand of land is greatly increased. While the use of cultivate land is not economic enough and the explotation of potential land is not easy enough. As a result, the rural land consolidation is necessary.On the base of the relative theories and practice, the article defines the meaning of the rural land consolidation, analyses the types, potentialities and benefits, and studies the core problems of rural land consolidation, such as organization, right adjustment, fund collection, ecology construction and so on. First, the article analyses the rural land consolidation of Changji in detail. Second, some problems existed in the consolidation practice have been studied. Third, some counter-measures have been put forward to solve the problems mentioned before. Finally, the direction of rural land consolidation in Xinjiang is pointed out.
