Establishing urban land reserving system is a innovation of land management policy in China. At present, the land reserving justly starts to set up and the relative policy is being explored, what's more, the land reserving institution is still not established regularly. The thesis proposes some feasible solutions in designing the system, the building model of institution and all processes on establishing urban land reserving system. It also expresses the view that establishing urban land reserving system should sustain continued development. The thesis says that the central government should establish the supervisor management organization, which is responsible for the land reserving all over the country. The land reserving institution should take operation of running an enterprise on a commercial. The central government establishes land reserving investment company, which is responsible for investing to the local land reserving institutions. The local government establishes land reserving institutions all over the China. Then the land reserving institutions should be held by the local government, and be shared by the advanced land reserving institutions or others. The government does not participate the exchange of land no longer.The thesis analyses land buying, land readjusting, land reserving, land selling, land financing deeply in the land reserving institution runing. It puts forward several methods about the land price increment technology, which is suitable for Chinese situation. It advances a new issue of financing from the capital market, utilizing the matured asset-backed securitisation, to resolve the shortage of fund in land reserving, so the capital of land reserving can be available in abundance, stable and lower cost.The research of the thesis will be beneficial to rule the exchange of land and enhancing the control to the urban constructing land in our country. At the same time, the thesis introduces the institution structure, role orientation of land reserving institute and the process of land reserving, all which will rule the operation to reserve the land and increase the reserving profit and increase the financing channel so that the land reserving institution can keep the sustainable developing.
