| The market economy is the credit economy, the contract economy, as well as the legal economy. Credit is the basis of market economy. And the law is the guarantee of credit. National credit, enterprise credit, and personal credit constitute the whole credit system of a nation. These components play important roles in the development of market economy. The personal credit is the core in the credit system. However, in China, the development of personal credit system just in the beginning, and there is few people researching this issue systematically. This fact draws the development of personal credit falling far behind of the demand of the market economy. It is obviously showed in restricting the growth of personal consumption.The personal credit system of China start to be build while domestic demand decreased in the "95" Period, While developing bank credit business and putting straight market economy, the personal credit system has evolved as the beginning. However, this system is not completed enough so far. And there are still so many problems in how to build the personal credit system comprehensively. In some developed countries, the personal credit system has evolved over one hundred years. This scientific, standardized, andjurally system is a stable basis for the economy in these developed countries.Therefore, we should build our personal credit system with reference of both successful experiences in the developed countries and the facts in China. This thesis begins in analyzing theoretical problem of personal credit with reference of overseas experiences (Such as USA, Europe and other developing counties) in setting up personal credit system. Then, the writer summarizes the current situation and points out the problems and main restricting facts in personal credit system. After that, this thesis discusses the development of the personal credit assessment and summarizes the suggestions of strategies in building personal credit assessment system.
