After China's entry into WTO, offices and service scope of more and more foreign banks registered in China are enlarged step by step. The competition between state-owned banks and their foreign counterparts is primarily the competition in human resources. The present employment mechanism of state-owned banks cannot apt for the need in talents competition to some extend. The reason is lacking of effective human incentive mechanism.The author analyzes the status quo of human resources in state-owned commercial banks, the difference of human incentive mechanism between state-owned commercial banks and foreign banks, This dissertation is the study on the HR incentive mechanism in state-owned banks, applying the incentive theory and mechanism of modern enterprises. The author analyzes the existing problems in human incentive mechanism of state-owned banks in such fields of salary incentive, promotion incentive, training incentive, and puts forward to the corresponding solving schemes and measures; on these bases, according to the characteristics of state-owned banks and talents required, emphases that banks ought to inspire the key talents necessary. Aiming to the normal employees, the banks should primarily reform the original salary structure, implementing performance salary and establishing more efficient competition mechanism in order to realize the effective flow.On these bases, the author also gives some suggestions of the incentive mode by grades and classification and how to establish long-term incentive mechanism by stock option.
