Study On The Enterprise Informationization Estimates Theory And Method

Since the seventies of the 20th century, with the swift and dramatic development of the information technology, the enterprise of our country, based on its own actual need, began to implement informationization strategy. However, after more than 30 years of information construction, inspite of accelerated and enhanced informationization condition, the informationization constructions is relatively behind of developed countries (U.S.A., Japans, Britains, Korea ,etc.), and, what's more, the success rate of enterprise informationization is very low, there is a large distance between the informationization achievement of enterprise and informationization goal. The main reason is that current theory is difficult to guarantee that the enterprise informationization theory of "appropriate informationization" be established correctly, As a result, setting up a suit of scientific and systematic the enterprise informationization estimate theory and method, correctly establishing the information-based theory of the enterprise is urgent, so that it can scientificly, objectively and accurately supervise enterprise informationization.According to informationization basic theory of the enterprise, this paper analyzed that the domestic and international enterprise informationization estimates the current situations of the theory and method achievement and insufficient foundationing, the enterprise informationization estimates theory of" the three-dimension estimates theory " to put forward. Finished studying on the enterprise informationization development index (the quantity and scale ), the enterprise informationization quality index ( benefit and stability), the enterprise informationization capability index ( sustainable ability ), structure the informationization composite index of the enterprise, thus it is overall and three-dimensionally to estimate the enterprise informationization, guarantee some patterns good enterprise, with certain scale and level in informationization developing stage in early days, developing healthily and fast and continuously. Estimate the method : Rely mainly on investing ,give consideration to informationization method and development potentiality, prevent existing enterprise informationization estimate achievement only with" throw capital into method" or " benefit method", because it is not science , inaccurate and effective.The thesis analysed exhaustively the enterprise informationization content, the enterprise informationizations system includes " information-based organizationalbuilding" and " information resources of utilization and development level" and " informationization infrastructures" and " useing information system" four major key element attributes, so, seting up enterprise informationization development index and quality index system taking these four key elements as second index ; seting up the enterprise informationization ability index system taking" informationization system" and " informationization environment" as second index .Every index adopts the analytic approach of the level( AHP method) defineing the index weight in the index system; Because the index system includes the index and reverse index and appropriate index, but qualities among the index have not distinct quantitative limits, so,useing fuzzy under the jurisdiction of degree function approach to deal with it.
