In 21st century, the knowledge economy occupied the leading position of international economy. With the rise and development of the knowledge economy, the way of management of the enterprise has changed from the production management of the industrial society to the innovational management and the o knowledge management of the era of knowledge economy. People are subjects of grasping the knowledge, technology, therefore has played decisive function on the application, development of the knowledge, technology. This makes human resource management become inevitable, and encouragement become the key and purpose of human resource management. Who can fully excite staff's job enthusiasm, excavate staff's latent energy, who can hold an advantage position in the market competition. Because of lacking management system and management thought of domestic enterprises, they run into a great deal of difficulties among keen competition day by day. But during the process of introducing the international and advanced experience of management, establishing a theories of people, because of the difference of the great background and particularity of each enterprise, while turning encouraging theory and external experience to concrete, effective operating actually into oneself, they meet a great deal of difficult problems. So, how to set up effective encouragement system and encourage staff 's work enthusiasm base on one's own reality to raise the whole efficiency of the enterprise, realize the lasting development of the enterprise, become the need of studies.This text regards XXX's company of Chong Qing as the case to study. On the basis of certain theories, writer introduced the basic situation to this company, especially existing incentive measures of staff have carried on whole and made brief appraisal at first. Then, writer made investigations of the characteristic of requirements and encourage expecting of different kinds of staff of company using the methods of the investigation of the questionnaire and staff's interview. Investigation discovers, the staff's needs of this company present following characteristics:①XXX company main needs of staff are the needs of the interaction , secondly is survive needs, grow-up needs is weakest.②As the age increases, their grow-up needs and interaction needs to be weakened; the staff of years old 31-50 have not as better as staff of other ages on surviving needs. ③Women staff's interaction needs to be higher than man staff obviously, the need on retiring guarantee is stronger; Man needs is higher than woman staff on grow-up needs obviously.④The technical staff is stronger than other staff to the needs of respected; The administrative staff's communication needs and the needs of participating in management are stronger; The general staff's requirements for steady work are higher than other staff obviously.⑤At the improvements of academic credentials, grow-up needs and interaction needs are more and more strong; Medium-sized academic staff's requirements for steady work and raising work performances are higher than other staff.To encourage staff, we should make fully consider of staff's actual needs, and combine the objective situation of the company. So this text put forward three principle of encouraging, which are respecting staff and paying attention to staff's needs, analysing conscientiously and science guiding staff's needs, implement the encouragement differentially, for the starting point of the characteristics of staff's needs. Regards this principle as guide ,we propose concrete improvement of staff encourage .① Build the new culture of the enterprise.② Set up omni-directional encourage mechanism. Fully widen and utilize the communicative channel, meet the staff's interaction needs; Adjust the system of the salary, meet the staff's existence needs; Set up fair, rational mechanism of choosing the right person, arouse and meet the staff's grow-up needs.③ Structure the scientific performance management system.Through the improvement of the staff en...
