The issue of peasants, countryside, and agriculture is the most basic problem of the present stage in our country. It is the most severe problem, too. Since 1920's, Chinese government and intellectual circles have kept working hard for devoting to solving the " Three Rural" issues. Especially since the establishment of the People's Republic of China, under the leadership of the Chinese Communist Party, the countryside of our country has changed greatly, the adequate food and clothing are supplied basically, and now it is marching towards the well-to-do level at present. But in this course, for not leading the peasants to organize themselves fully, the peasant's entity function failed to be shown completely. In the course of the government leading to solve the "Three Rural" issues, the cost is too high, but the relative income is small.
