Safeguards are rules that permit one country to violate its obligation provisionally in special conditions when the country confront with difficulties and pressure in amount imported increasing. Safeguards of WTO, one of the general exceptions, mainly provided in Agreement on Safeguards, are special measures taken to protect benefits of one country when the increase of imports constitutes serious injury or threat to relative internal industries. Safeguards mainly deal with specific products or industries, and are taken on the basis of non-discrimination. But actually safeguards in agriculture, textile and service are somewhat different from those provided in Agreement on Safeguards due to the particularity of these industries. Hence these safeguards are called special safeguards. Additionally, WTO provided for "non-market economy counties" special safeguards- alternative safeguards, the sample of which is transitional safeguards system for special products provided in Article 16 of the Admission of the People's Republic of China to the World Trade Organization. Article 16 of the Admission of the People's Republic of China to the World Trade Oiganization has become the sole provision for China and put China in a disadvantageous situation in the respect of safeguards. So China should take actions in political, economic, legal respects, in the sight of WTO rules to develop our economy.
