Economic globalization and development of the high-tech innovation put forward new requests to regional economic development. Technological innovation in small and medium enterprises has become one of the determinative factors for regional and even national development. Fostering and maintaining regional technological innovation capability in small and medium enterprises is crucial to construct and improve the regional innovation system. Presently, the construction of innovation system has preliminary characters. Knowledge and technology, which are lack of fluidity and industrialization, only focus on several big cities. On the other hand, little attention has been paid on the measurement and evaluation research of regional technology innovation in small and medium enterprises. So in this dissertation, measurement and evaluation research of regional technology innovation in small and medium enterprises has been discussed. This dissertation firstly summarizes the current situation and development trend of measurement and evaluation research of regional technology innovation in small and medium enterprises, and studies and analyzes the theory about regional technology innovation in small and medium enterprises, then on the principles and methods in Oslu manual, the index system of regional technology innovation measurement and evaluation was constructed combining with modern regional technology innovation trend. To resolve the problem of evaluating regional technology innovation in small and medium enterprises, an improved fuzzy integral comprehensive appraisal method has been used to evaluate chosen subjective indexes statically. To use this method, the-fuzzy measurement would be identified firstly by experts according to given the principle of the importance and the value of , which deals with the interrelation between evaluation indexes of each layer, then adopts fuzzy integral to calculate the comprehensive evaluation value in order to improve the exactness and acceptability of the evaluation results. For eliminating the effects to the results from different objective conditions, this paper adopts improved secondary relative profit method to evaluate the result dynamically. The method adopts fuzzy integral comprehensive evaluation to determine reference index and current index and the index possible set firstly, then establishes DEA method taking the reference index as input and current index as output to judge secondary relative profit, so did the progressive speed of innovation in small and medium cities. According to the empirical analysis of 10 regions sampled, suggestion and advice on how to improve regional technology innovation of small and medium enterprises had been proposed.Through the research on measurement and evaluation regional technology innovation of small and medium enterprises in our country, on one hand, the dimensional divergence of different regional innovation capacity could be distinguished in order to clarify technological innovation superiority or inferiority of its own, so it could bring forward concrete actions to perfect and improve regional innovation system; on the other hand, the government could find weakness of regional technology innovation in small and medium enterprises and grasp the development of regional innovation according to measurement and evaluation at present to provide the evidences for making the relevant economy policy.
