The first issue of this essay is the conception of talents, and then it gives a further analysis-what is talent, esp, those in scientific & technology fields. On the basis of this analysis, it comments on the contributions made by leaders to these talents. Above all, the article proposes the conception of the security of the scientific talent and arguments on it. As to the second issue, it describes the great achievements in preventing bring - drain in china, after 1949, for instance, to transform the intellectuals of old days into the builders of our new country, to develop the science and education course to cultivate our own talents, to attract overseas talents to come back china, etc. Though we have a-chieved great progress, we are still confronting with fierce situation. The reasons are as follows: the fierce demand for the talents on the international stage, the level of domestic economy & science & technology, the values of talents, talents ' policy , ( First, the disadvantages of the evaluating system for the talents; second , the imperfectness of the management Third, the imperfectness of incentive mechanism of talents; Fourth, the imperfectness of mobility mechanism of talents ). In the 3 issue, it states the steps that we should take to prevent the bring - drain: to maintain the value of talents; to quicken the strategy (revitalizing nation by talents) ; to strengthen the ethical education; to reform the contents which restrain the talents; to spare positive efforts to construct the environment beneficial for the talents growth; to further reform the bonus system; to reinforce the legal system & to protect IPR etc.
