Military ethics gives the branches as war ethics, armament ethics and armyman ethics. So far as the research in the field domesticly and abroad is concerned, many researches on war ethics and armyman ethics have been made and fruity achievements have been gained. However, no specialized research on armament ethics has been done systematically though the study on ithas already been made.Therefore, it is a creating significance to take armament ethics frommilitary ethics and to make a specialized and systematic research on it.In this paper it is suggested that armament control is to control the development level of arms by means of limiting the development and the applied methods of armaments and that it is to limit, in various ways, the research, the manufacture, the application and storage of armaments. The article, meanwhile,, suggests that armament control is to administrate and arrange armament race by maintaining military steady and equilibrium. The article also holds that the main purpose of armament control is to decrease the outbreak of warfare, to cut down the expenditure on national defense of each country, to decrease the instable elements in the armament race, to practice humanitarianism. and to protect ecological balance. Therefore, the article regards armament control as an ethics measure encouraging kindness and stopping evil, as the behavior according with human morality.However, from the actuality, international arms control still involves serious ethical: problems such as the discrepancy between intention and effect, performance of obligation and responsibility, honesty crisis and unjust. These problems severely effect the development of arms control. Therefore, it is necessary to construct the basic moral principles in arms control and to seek ethical approaches for resolving the problems.lt is considered in this paper that the moral principles of armament control consist of the roles such life value, ecological protection, choice, and equality. The article insists that the ethical processes of armament control are to construct global common understanding of ethics, and to reinforce ethical restriction of nation, and to earnest ly exert the function of the UN, and to explore the force of the world peace .
