To implement Asking responsibility system in government's administration is not only the inevitable demand for the democratic politics and a country ruled in law, but also the foundation of a government to be high-efficient and honest.This puts forward the intention and the elements of the system, the historical development and the main problems of the system and how to perfect the system in our country.First of all, the intention of Asking Responsibility System shall be accurately held. It includes defining power and responsibility, being regular and institutionalized "asking"?Every aspect of inquiring , impeaching , firing etc. It is a systematized norm of " administration of officials ".It investigates not only illegal and wrong acts but also seemingly disgraceful trifles such as administrators' incompetence and disputing over trifles in prevarication. And it also includes uncommonly seen "reasonable doubt", for example, while facing investigation, officials shall bear the subjects' reasonable doubt, if they cannot explain clearly, though they may not have done the investigated things.The Asking Responsibility System consists of four key elements: What kind of responsibility shall be asked, whose responsibility shall be asked, who shall ask the responsibility and what procedure shall be abided by. Among the above-mentioned four aspects, the first and the second is about the objects of the Asking Responsibility System, the third is about the subject of the system and the fourth isabout the procedure to connect the subject and the object.In China, at present, there is much misunderstanding about the Asking Responsibility System.
