Schedule, cost and quality are elements of project management, which are important in project management. Schedule and cost management become core content of project management under the condition that the quality has satisfied project demand. Domestic electric power project used Soviet Union pattern, which emphasizes administration, for a long time. So we often manage schedule and cost respectively. But with the development of internationalization and competition, it becomes important that managing schedule and cost together, which is also a problem that must be dissolved quickly.Shanxi International Power Group, which the author works in, is the largest company in Shanxi power exploitation industry. It has a lot of thermal power project of different period. At the same time, it carries on the power project for Shanxi province. This paper mainly studies schedule and cost management of electric power project of Project Management Company of Shanxi International Power Group based on earned value management in the period of construction. Schedule and cost management in the period of construction is the behavior of plan, organization, command, control, and harmonizing according to schedule and cost, which is executed by management body for achieving project target.Firstly, we review the research state quo of managing schedule and cost together, conclude the general means for schedule and cost in electric power project management, discuss their problems and limits, review the background and application of advanced project management theory, and point out that it is necessary to introduce earned value management. From the point of owner view, we apply earned value management to study special process of power project schedule and cost integrate management through collecting domestic electric power project materials based on project management experience of Shanxi international power group. Then we use cost-performance index, schedule- performance index, cost-variance, schedule- variance for reflecting project reality. We focus on analyzing variance analysis method in controlling and give the application steps. At last, we give an empirical research on application results of earned value management in a power project of Shanxi International Power Group.
