The Present Situation Defects And Countermeasure To The Program Of Minimum Security Line Of Living For Urban Population In China

In the last 25 years, the living standard of China's urban population has been improved greatly. At the same time, along with the intensification of state-run enterprises' reform, many staff and workers laid off or were unemployed. Because losing income, they fell into urban poor people. To maintain their family's lowest living standard, they needs relief urgently. But the traditional relief in china's urban areas has so serious defects that it can't keep abreast of the time. To develop the relief well in new time that needs bring forth new ideas in system. Under the background, the Program of Minimum Security Line of Living for Urban Population (the PMSLL) came into being in 1993. 10 years later, the PMSLL has become the main body of China's relief in urban areas.
