It's on the process of social reforms from planned economy to market economy for our country. Civil servant's administrative value plays an important role in the transition from traditional government to modern government. There's some initiative point of the thesis : 1) Raising the point of regarding "three representative" as the basic transformation criteria of administration value of China civil servant 2)" "Scientific development outlook" will be the administration ability outlook, it's essential for civil servant to realize "three representative" , all civil servant should understand that the development idea is of the first responsibility for civil servant to make our country prosperous.
