Recently, State Council made an injection of 22.5 billion US dollars to Bank of China(BOC), one of the 4 major state-owned commercial banks,for its pilot reform as joint-stock bank. Since the NPL (Non-Performing Loan) problem has constituted considerable volume and put negative impact on BOC, while the IPO requires sound corporate performance, BOC is in great hurry to deal with this problem .As for existing NPL, they have endeavored to dispose through bad-debts write off, collection and loan reconstruction. However, accompanying with the disposition of the old NPL, the new one are rising significantly for multifarious reasons, which, without being figured out, will definitely lead to another high level and twist the ultimate object of IPO. The bank will soon find itself in another embarrassing position. Therefore the new NPL problem has become the matter calling for most desperate attention. This report will commence through the introduction of the state-owned commercial bank's reform and the brief explanation of NPL problem, analyzing the significance for BOC to control the new arising NPL, investigating the current condition and cause of new NPL; digging into the real cases;and finally brining forward the systematic advices on management conception, mechanism, credit culture and concrete measures. All these are aimed at enabling BOC to heighten the operational and managerial competence, and effectively control the new NPL problems ultimately.
