With the changes in economic environment, individualized and diversified customers' demand, and competition pattern brought by information technology, factors such as customers' orientation, flexibility and adaptability have gradually become the keys of competition. The organization pattern, based on the division of labor and institutionalized management theory, cannot require the development of enterprises.The function activity is only a component of the business procedure, and the process should be a whole. Especially at present, because of the development of technology and market, the main origin of process ability has already changed, mainly coming from the combined efficiency rather than efficiency of each different activity.As a state-owned enterprise with more than 70 years history, ChongQing Saite has combination of organization and processes. It implements the straight line function and makes institutional framework. According to the type of product, set up the subsidiary factory. Each functional department producing is all available in the subsidiary factory, the activity of every business procedure is set up on the basis of labor division, With the changes in the external environment, the problems in the original business process occur. To be specific, each department has separate decisions, lose connection with each other. When problems occur, each department refuses to take responsibility. Low efficiency, overstaffed organization, and large gap in the salary due to the unbalance of outputs in each department greatly affect the morale of workers. Therefore, such problems as accidents and low quality appear now and them.Through the study of the main business process in ChongQing Saite, we delete those process, which cannot yield returns, to the maximum extent, combine the closely related business process, and thus improve the company' present situation. While cutting down the operation cost of the factory, we shorten the production cycle of the products. However, changes in the processes will result in organizational transformation, which can increase the flexibility and efficiency, while raising morale and coherence of the whole company. Thus this company can easily deal with fierce competition and quickly respond to the diversified customers' demand. Meanwhile this company can also break traditional management system and management ideas and build new organizational model and operation mechanisms, which meet the requirements of the environment, therefore, this company can acquire new competitive advantages.
