For a long time, water supply was traditionally monopolized by government, and the commonweal of water supply was excessively emphasized, so low water price was implemented. As practice proved, the incorporate government-enterprises management and welfare water price have many defects, so water price management institution and water price were necessarily reformed.The techno-economy characteristics of the water supply were analyzed, based on the analyses, the monopoly operations was distinguished, which will benefit to introducing competition into different operation of the water supply by different means. And the operations those don't fit to be introduced competition at present need government managing price directly. The general theories and methods of price level and price structure management by government were discussed, and those theories and methods were extended into water supply. In addition to considering water serving cost when setting water price, many factors that affect the water price were taken into account and analyzed.The present water price management institution in China was analyzed in this paper, and water price system of typical countries was compared.In the management of water supply, to adjust the relation between supply and demand of water resource with the price lever, the key factor is the demand-price elasticity. Because the abundant of water resource , the water price level and the water customers are different in the whole country, the demand-price elasticity in different area must be different. Therefore, several cases were selected to analyze their demand-price elasticity and then the results were compared. After above analyses, Conference was supplied for discussing water price setting in different areas where run short of water. Finally, conclusions were drawn out on the basis of analysis in the front chapter, and suggestions for water supply management reform were offered.
