As one of the technical barriers, the green barrier has the impacts on import quantity, price and welfare. Since China's entry to WTO, it has been suffering considerable loss caused by the green barrier. Because of this, there is a necessity to carry out a study on the impacts caused by the green barrier by using both qualitative analysis methods and quantitative analysis methods. In the course of the quantitative analysis, the paper uses three diverse methods, which fall to different category arising from the different classification of the green barrier, to study the impacts of the green barrier.First, the paper expatiates on the basic situation of the green barrier and deals with the qualitative analysis of the green barrier. Second, the paper puts forward the method which deals with how to calculate import quantity. Thid, a Green Barrier Tarriff Model is set up to calcultate the green barrier tarriff and to analyze the impacts of the green barrier on import quantity, price and welfare. The analysis results can serve as new variables for the computable general equilibrium models of the green barrier(or CGE), and can also be used for forecasting loss caused by the green barrier, mapping out trading policies and negotiation on the trading.In addition, the Grads Field Price Effect Model put forward by Zen Fanyin is modified. The modified model proves that the green barrier has the effect of substitution for the tarriff barrier, which accounts for why the international trade is impeding considerably under the decreasing tarriff barrier. The effect also enables us to apply varied analysis methods used for the tarriff barrier to the green barrier analysis.Finally, the paper has a case study dealing with the impacts of the green barrier to soybean import set up by China, whose results is proved rather closed to the real situation.
