On base of theory analysis and case study, this paper puts forward that the basic function of township government decides its minimum demand on public finance, and township's minimum demand for public finance is also the guarantee for completing of its basic function. So this two conditions are mutual effect on each other.Calculation of this paper shows that the minimum demand for public finance of case township is about 7416 thousands Yuan, which is 46% lower than that of before rural tax-fee reform. It is necessary for a series of counterpart reforms on institution and policies to meet such a minimum demand for public finance for township government. This paper also discusses such reforms.Presently, The reformation of Our country s administrative financial and Tax s system which concerned with Township level has been carrying on.At the same time, The Township Government function will be developed more clearly and completely as the market economy advanced , This article consider the developing trend besides the current condition, and discuss the financial requirement which guarantee the Township Government s operation, all that begin with the realization of the Township government s function.This article also consider the Township Governments self-works, which ensure government function effecting, that all will be as the reference to high level leaders to draw up a series schemes of reformation, such as administrative system, financial and Tax's policy, etc.
