The basic pension funds of all the countries face a severe test for the rapid aging population. It is the common concern of the governments and international institutions such as World Bank (WB) and International Labor Organization (ILO), that what can we do to operate basic pension fund effective.China will arrive at a peak of aging society in 2010-2020. White our management of the pension fund is just on its beginning. Fortunately, practice of other countries in this respect has provided abundant reference experience for us. It's essential to have a deep study on the international practice experience of basic pension fund management now, and is more meaningful to give suggestions on China's current pension fund management.To pursue the maximum return of investment on the base of finance security is the goal of pension fund operating. A pension fund operating involves tree issues, funded or unfunded pension, public or private management and the assets allocation strategy. We will follow this chain to discuss the management of basic pension fund.There are 3 parts in the text:Chapter 1 is Part 1, which is a theoretical foundation of the whole article. In this section, we define the relevant concepts of the basic pension fund at first, secondly describe the international background of this research and then the domestic background, at last is the document survey studying both at home and abroad.Parts 2, made up of chapter 1, chapter 2 and chapter 3, is an introduction on the international practice in basic pension fund management of investment, with a cross-national comparison. Chapter 2 studies the fund-raising mode of the basic pension system. On the basis of the theory comparison on funded and unfunded pension, we make a cross-national practice comparison on fund-raising mode. Chapter 3 studies on the operating mode that is mainly these types, on the support of theory analysis and statistics; Chapter four involves the asset allocation of the fund. Emphasis is laid on the horizontal and vertical comparison of international experience.Part 3, which is chapter 5, divided into three sections. First, introduce the current pension system of China and the reform direction. Secondly, make a comparison of abroad and domestic experience then point out and list the shortcoming of China's current management of basic pension fund then point out the insufficient of China. Finally, on the base of above, make suggestion on how to perfect and continue building the existing system of China.
