Study On Problems And Countermeasures Of Transformation Of Agricultural Scientific And Technical Achievements In Tianjin

The situation and task of agricultural science and technology have changed profoundly since the coming of the new phase of Chinese agriculture and China's joining World Trade Organization. It is a strategic choice to accelerate the agricultural progress through several strategies including adjusting the direction and goal of scientific and technology, strengthening the scientific innovation and transformation of scientific achievements and improving the overall scientific level and comprehensive competitive power. Achievement transformation of agricultural science and technology, a very complicate and tremendous systematic engineering, will cover multiple subjects, multiple departments, multiple links and multiple personnel, and relate with agricultural systems and non-agricultural systems. Based on the concepts, steps and the features of the achievement transformation of science and technology, we have stated the fundamental theory of achievement extension of agricultural science and technology, and discussed the basic principles of intellectual right protection. By study of the situations of the transformation of science and technology during the ninth national five-year planning period of China, we have analyzed the factors limiting the achievement transformation of science and technology and found the main related problems in Tianjin area. Furthermore, we purposed the strategies and suggestions to promote the achievement transformation of science and technology, which include the following points: improving the agricultural creativity through perfecting the regulations and rules of scientific and technological management; enhancing the cooperation between science and technology and economy by the reform of regulation of science and technology; optimizing the investment structure and increasing the amount of investment of agricultural research; establishing sound regulations to protect intellectual rights; developing a cooperative agriculture system by combing research, education and extension.We have done nation wide study based on the research of Tianijin municipal city, discussed the development of science and technology by focusing on the research academies, explored the agricultural production based on the creativity of the science and technology, investigated the problems, and explored proper ways for the achievement transformation of science and technology.
