Urban wastewater Resource Utilization means that wastewater can be treated to a sort of steady water resource and reused in irrigation, industrial cooling, municipal virescence, road insufflation, groundwater replenishment, surface water supplement and other aspects, according to the treatment and required water quality. This sort of water resource is called reused water. Wastewater reuse can resolve the crisis of water resource shortage effectively, and protect water environment as well. However, currently in the process of wastewater resource utilization in China, it is lack of scientific basis and practical methods in reused water pricing. The pricing problem of reused water has become a crucial and central problem.The reused water pricing theory and method are studied in this dissertation. The subject of reused water pricing, the price theory, the pricing method and the price implement mechanism are studied synthetically. According to the distinct subject of pricing, the pricing problem can be divided into two cases, one is pricing by producers, the other is pricing by government regulatory sectors. Thus the pricing problem is studied separately. Moreover, the pricing problem of licensed operation project is studied respectively, allowing for its particularity, which infers that price is affected by the result of licensed rights auction. Therefore, the three parts have been formed, which contain the main content of reused water pricing theory and make up of the basic framework of the pricing theory system.In the study on autonomous pricing, firstly proceed from the hypothesis that consumers will use reused water if only it avails to cut down their expenses, an autonomous pricing model is founded, regardless of water quality difference. Afterward, a pricing model allowing for water quality difference is founded by applying the utility function, which contains quality preference parameters. In addition, considering the specialties of industrial users, the model is revised by introduce the concept of qualitydifference cost. For the municipal users, a simplified pricing method is put forward due to their peculiarities.In the study on government regulation pricing, the average cost pricing, marginal opportunity cost pricing and shadow pricing are put forward respectively. The analyses focus on the trait of average cost pricing, the concret approach and calculation formula of marginal opportunity cost pricing, and the simplified calculation methods of shadow price as well.The pricing problem of licensed operation project of reused water is studied on the basis of the design on auction mechanism of licensed operation rights. Allowing for its peculiarities, the operation mode and price forming mechanism are reviewed comprehensively, the auction mechanism of licensed rights is designed, the price that the project corporate sales water to the government appointed department and the price that the department sales to customers are studied as well.In case study, the Beijing Jiuxianqiao project is chosen, and the prices determined by autonomous pricing, average cost pricing and marginal opportunity cost pricing are calculated separatively. By comparing the financial effects of Jiuxianqiao project in the different pricing methods, the various pricing methods are reviewed and some advises of pricing are provided.
