During the process of the investment system reformation of building project in our country, the market of building is widely opened. The investment control and risk analysis in decision-making stage of water source project has a decisive effect on the cost of a project. It is the guarantee that the national economy runs healthily to improving the investment control in decision-making stage.Bao Tou HuaJiangYingZI Water Source Project is in favor of economy and city development. It is also can improving the level of people' life. The total cost of this project is 3.97 hundred million. It can provide 40 million m3 of water per day. The project is the lifeline engineering of the city. It has good economy benefit, social benefit and environment benefit.The investment control problem of Bao Tou HuaJiangYingZI Water Source Project is well studied by using the theory and the method of the investment controlling analysis and estimate in this paper. These problem of the Project are studied such as market analysis, water source argumentation, plan design, investment estimate, financing scheme, financial evaluation, national economic evaluation, risk management.It is pointed out that some issues should be considered including the lack of objectivity and equity, low quality of investment estimation, few selectable plans in feasible research, lack of basic work about the investment control. Through analysis of the cases of Bao Tou HuaJiangYingZI Water Source Project, countermeasures to control investment effectively are presented. It is suggested that reinforce the foundation work, persist in selectable plans compare, and control the building standard and the investment dimensions in order to control investment effectively.
