Quality Control Science as a subject enjoys a history of nearly one hundred years. With the development of economy marketing and the continuously progress of science and technology, The people gradually acquire comprehensive knowledge about the quality control. The means of settling the quality problems is getting perfected.The quality control started at the beginning of the 20th century.The development of quality control is divided into three stages depending on different methods to settle the quality questions. The first stage is quality testing period, the second is statistic quality control phase, the third is overall quality control phase started from 1960s.Since 1960s, with the customers' request to improve products quality, the quality gradually become the strategic issue for an enterprise to develop. The quality control science has a great development in the world. The experts in this field from different countries sum up experiences on quality control and quality guarantee. The World Standardization Organization published six items of international standards, including ISO9000 Standard on quality management and quality guarantee for the first time in 1987.The six international standards are called ISO9000 Series Standard. In 1994 when revising these standards, the concept of ISO9000 Family was raised. At that time the standards of ISO9000 Family have come up to sixteen items.The revision on the Standard published in 1994 was finished in 2000. The standards of ISO9000,ISO9001 and ISO9004 were officially issued in December,2000.The Standards (Version 2000) consists of four core standards, one auxiliary standard, several technical reports and brochures.The Standards (Version 2000) is the quality control system mode based on process. It applies to all trades and professions. It is more universal and has a broader applying scope than the Standards (Version 1994).The Standards (Version 2000) puts forward eight principles in quality control explicitly on the basis of summing up the practicing experience of the standards (Version 1994).The eight principles are , taking customer as the focus, leader's role, all the employee participating in, system methods, improving constantly ,the determining methods based on the facts as well as the mutual benefit relation with the suppliers.The eight principles embody the basic law in quality control, and it can be the basis for an organization to lay down a quality policy. The eight principles can guide an organization to attain the goal improving it general accomplishment by the way of paying close attention to the demand and expectation of its customers and other relative parties.The Standard of ISO 9000 Family has been adopted broadly in the world since it was published.XX company, as a state-owned enterprise, though it has invested large amount of capital in enterprise managing, its economic results isn't improved quickly. Its situation basically represents the weakness of most Chinese enterprises in management.In view of the enterprise's actual problem existed at present, using other enterprises' experience in the course of operating ISO 9000 Family Standards for reference, the company's leader decided to carry out the Standards of ISO9000 Family to set up quality control system suiting for the development of the company.In the diagnosing process when carrying out the Standards, The questions existed in the interior of the company lie in the following aspects: the existing organization structure can't fully show the duty and right of different departmentsï¼› The company didn't build a good quality culture atmosphere and didn't practice quality control education broadly caused that the employees lacked of quality sensesï¼› Because the employees didn't value product quality, substandard products were producedï¼› The speed of researching and developing and the product quality can't meet the customers' demandï¼› The document management lack of necessary rules and regulationsï¼› The purchasing plan was equivocal.
