Contemporary Chinese society is under great social progress and in the social transformation from the closed traditional planning economy to an open-up socialist market economy. The relationship between enterprises and government, or between the micro-economy and the macro-economy, has never been dealt with properly in China, and now it encounters even greater pressures and challenges as a result of the economic globalization in the world and the market-orientation policy in China. The functional splitting of government and enterprises is getting more and more important, especially for the grand state-owned petrochemical enterprises, as they are in even greater difficulties and heavily burdened with various kinds of problems.This dissertation for Master's Degree tries to analyze and to research this hot topic by using various methods such as mathematical statistics, system analysis, comparative research, substantial evidence analysis, as well as the method of uniting theory with practice. It also tries to explore this subject through politics, economics, management administration, and sociology. In five main aspects of the problems have been given in-depth analysis both theoretically and practically. First, starting from the analysis of the opportunities and challenges encountered by the petrochemical industry after the WTO entry, knowledge of the status quo of the said industry and the promised commitments to WTO have been given and the respective countermeasures and steps have been presented. Second, through the retrospection of the development history of the grand state-owned petrochemical enterprises, the achievements and remaining problems out of the reform in the past 20 years have been commented on and a perspective view of the development trend of the future has also been displayed. Jn the third section, from the angle of the functional transformation of the government, the relationship between modern government and enterprises has been analyzed, and a general vision ofthe objective of the functional splitting of government and enterprises has been given. In the fourth section, the substantial problems resulting from the splitting have been emphatically analyzed and the difficulties and the crux of the problems are clarified from various different angles such as property rights, fixed thoughts, system, human resources, management, brand and name, government, and society. In the fifth section, after theoretical thinking and practical perception and understanding, ten countermeasures for the splitting have been pointed out and discussed.The general conclusion of this dissertation is: modern economy and society is an organic unity, they depend on each other and interact with each other. The development of the modern economy and society is just the outcome of the interaction between them. It will be a long and hard duration for the grand state-owned petrochemical enterprises to get rid of government-enterprise-mix-up type in the planning economy era, and to actively participate in the globalization to achieve the functional splitting. We have to follow our nation's actual situation, properly handle all kinds of relationships, and strive to set up the modern enterprise system. We also should build up the enterprise culture with ourselves' feature, both actively and moderately implement the functional splitting, realize the integral coordination, and go forward along with the tide. Only by doing so can the grand state-owned enterprises be quickly adapted to and even merge into the process of the economic globalization and of the transformation to a market economy, to realize a phoenix's nirvana and tightly grasp the chance of survival.
