Strategic Study Of The Agricultural Domain Structures Adjusted In Lianyungang City

Now , the market of the Chinese agricultural products has changed from"the long-term in short supply" into "supply exceeds demand" , agriculturedevelops but is restrained from by only resources into by resources and marketas well. After joining WTO, it has to face another pressure-theinternational market competition pressure. To carry out agricultural structure strategical reajustment is the inevitable choice under the new circumstances, a good way to accelerate peasants' "shaking off poverty and setting out on the road to prosperity, and a strategic action of realizing the goal of well-to-do society in an all-round way.This research is based on comparative advantage theory and the market economy theory; it investigates large agricultural products whose planting area is the largest and which is most difficult to adjust and optimize; it uses the improved comparative advantage index law to study systematically the nationwide comparative advantage positions of agricultural product of Ganyu , Donghai , Guanyun,Guannan, as well as their'own comparative advantages in the city, and so forth put forward thought and direction of the agricultural structural adjustment.The result of study shows : 1, The japonica rice of the whole city , peanut have stronger comparative advantages, the cotton , wheat have faint comparative advantages; 2, In Ganyu the japonica rice , peanut have extremely strong comparative advantages,and the soybean , wheat have faint comparative advantages; 3, In Donghai the japonica rice has stronger comparative advantages, and the peanut , wheat have faint comparative advantages; 4, In Guanyun the japonica rice , cotton have stronger comparative advantages; 5, In Guannan the japonica rice , cotton have stronger comparative advantages, the wheat has faint comparative advantages; 6, The comprehensive comparative advantage kinds compared with average level in the whole city are different in Ganyu , Donghai, Guanyun , Guannan: There are peanut , soybean , wheat , and maize 4 kinds in Ganyu; There are japonica rice , peanut , and wheat 3 kinds in Donghai; There are 2 kinds in Guanyun: cotton and soybean; There are 3 kinds in Guannan: japonica rice , cotton , and soybeans.This thesis has also put forward the following policy recommendations according to the result of study: 1, Make the leading industry's development plan in the area according to planting' s comparative advantage in our city. 2, Define guidelines and goal of planting's structural adjustment andoptimization to foster superior products and producing region of the advantage; 3, Give full play to the positive role in many kinds of subjects, such as government, enterprise and peasant, etc. ; 4, Reduce peasants and engaged in the policy burden of the planting conscientiously, reduce agricultural one further; 5, Popularize the new variety, new technology in a more cost-effective manner, improve the scientific and technological content of agricultural products; 6, Strengthen the quality safety security system construction of the advantageous agricultural product; 7, Increase the input to the advantageous agricultural product; 8, Open up the international market for farm products, advance the melting export-orientation of planting's structural adjustment.
