Construction Of Responsible Administration In Our Country From Three Perspectives

In the contemporary field of administrative science, the research on responsible administration is on the rise, which is due to both the logic development of the science and the reality of dramatic changes in contemporary administrative ecology. They are the reflection and criticism on the traditional bureaucracy; the expression of responsibility in various modes of administration research; the demand of economic globalization for government responsibility; the tension between the government's realization of responsibility and the economic and social development.Firstly, the thesis shows the differences between the two confusing concepts: the government responsibility and the responsible administration. The government responsibility refers to the functions and obligations that the government organization and its staff perform in the whole society, namely the duties required by the law and the society, which includes the political responsibility, the legal responsibility, the administrative responsibility and moral responsibility of the government. While responsible administration is a trinity concept, which is an organic whole consisting of idea of responsibility, government responsibility and supervision of responsibility, and which is a state in which the administrative power can function correctly and effectively to meet its original purpose. The modern responsible administration has the following essential features. As far as the relationship between the people and the government is concerned, it has shifted from the previous orientations of citizens' duties and government power to modern orientations of citizens' power and government responsibility. As regards the government function, it has changed from the old government of limitless power to the modern government of limited power. And in the area of responsibility system, there is a change from one-sided emphasis on citizens' responsibility to strengthening of government responsibility.The government of socialist society is for the people. So responsible administration is the necessary demand for the government of socialist society. But due to historical and realistic factors, the situation of responsible administration in our country can't satisfy the people. With the deepening of reform and opening up and the maturation of the system of socialist market economy, the realization of responsible administration has particular significances in various aspects: responsible administration is the necessary demand of perfection of socialist market economy system; responsible administration is the fundamental guarantee for democratic administration; responsible administration is the key content of administering the country with law.To explore the right way to construct responsible administration in our country, the thesis sums up from three perspectives the signs of deficiency in responsible administration in our country (including the lack of responsibility idea, the loss of government responsibility, the absence of supervision of responsibility), and explains the internal reasons for them (including the negative influence of traditional administrative culture; the abnormal relationship between the party and the government; the conflict between the new system and the old one and the vacuum during the transitional period; the ambiguous definition of administrative duties; the weakness of supervision mechanism ). The lessons of one generation can serve as the teacher for the descendants. Since her foundation, the new China has been working hard to implement responsible administration in order to ensure the essential nature of the people's government.
