Content:Along with the shifting of world economy from traditional industrial economy to intellectual economy and the process of economy globalization, the development of market economy in China enters into a fast lane. The said shift and globalization brings opportunity to Chinese enterprises, which act as major players in the economy of China, but it brings unprecedented threats to Chinese enterprises as well. These threats come from the competition from domestic and foreign competitors, from the saturation of domestic market, from the scarcity of resources as well as from the globalization of market. In order to survive and develop in this complicated economic environment, the Chinese enterprises have to develop and sustain their core competences. The traditional resources such as capital and technologies, however, are easy to be obtained under current economic circumstances, and a company's operational models and competing strategies are easy to be imitated by competitors. The only competences that are sustainable are those obtained from human resources. In addition, Strategic Human Resources Management, known as linking the human resources management activities with a company's strategic business objective, is receiving more and more attention. This paper, based on the analysis of the actuality of Ningxia Orient Tantalum Industry Co. Ltd (OTIC), a listed high-tech company, tries to probe into the human resources management in OTIC, and put forward a framework of Strategic Human Resource Management Framework of OTIC. In a word, OTIC is involved in fierce international and domestic competition. In order to achieve its strategic objectives, it needs to utilize the 5P model to integrate the activities human resources management. A corporate culture featured by people-centered, cooperative, being practical, impartiality-based commitment and creative to lay a solid foundation for the company to achieve its strategic needs.
