With the establishment of land banking system as well as the improvement and promotion of the competitive-bidding and auction system in Beijing, the land supply of the real estate market is bound to be monopolized by the municipal government. The land supply will be more uniformed, well planned, more public and transparent. The long position of the land supply will gradually diminish. Since the land acquisition by enterprises is getting more difficult, the real estate market in Beijing will greatly change. Confronted by that situation, it becomes more practical and meaningful to study what problems the state-owned real estate development enterprises will come across and how they adjust themselves in response to those changes on the institutional factors and business strategies. The paper analyzes the newly implemented land supplying system, the advantage of the state-owned real estate development enterprises under the old land supplying ways, the present status of state-owned real estate development enterprises and problems they face etc by theoretic analyses systematically and profound empirical study. It provides some feasible advice as follows for how the state-owned real estate development enterprises adapt themselves to the changes of the land supplying ways, how to enhance their core competitive power and how to make them larger and stronger. 1. Speed up the establishment of the modern enterprise mechanism, reform the structure of the property right and management. 2. Generalize the current strength of the state-owned real estate development enterprises, give their potential into full play, actively take part in the first-order land development by the government, introduce strategic partners, liquid the idle assets etc. Reconstruct the advantage of the development enterprises and enhance their core competitive power. 3. Adjust the business strategies, change the ways of thinking, upgrade the levels of management specialization, explore new financing ways, adapt to new land supplying ways and make the core competitive power of the enterprises. In conclusion, the paper is aimed to get some scientific and practical approaches for the healthy growth of the enterprises though the study of the changes in the real estate market after the establishment of land banking system and analysis of the current status of the state-owned real estate development enterprises in regard to the problems they are confronted with nowadays.
