This report elaborates on the reorganization of Capital Airport Holding Company (CAHC) based on the brief introduction of airport localization, one of most important reforms on airport regulation system in China. Reorganization has been the realistic choice for CAHC when taking both airport localization in China and development trend of international airport industry into consideration. In general, CAHC's reorganization includes structure readjustment and system redesign. Following this principle, this report emphasizes on the three matters of the reorganization. The first thing is to make CAHC's business development strategy clear and accordingly make its business policy and structure. The second is to redesign CAHC's administration system and organization structure as well as to establish its corporate structure and related management principles. The last one is to rearrangement CAHC's decision-making mechanism.Combined with analysis above, this report examines some problems relating to the reform and CAHC's reorganization, which include separation of enterprise from administration and airport's market-oriented operation. The report also indicates that corporate reorganization is the key to civil aviation industry reform due to the fact that it is both means and outcome of the reform. Meanwhile, the government will necessarily adjust its regulation measures and tend to use more industry policies to play its role after reform.
