The development of direct selling in China can be divided into 3 period: 1. pre-direct selling period: from 1980 to Apr 21 1998 when China forbid it; 2.The changing period: from Apr 1998 to the law of Chinese direct selling has been made; 3. The real direct selling period: from the time of the law has been made to the long future. Before China join WTO, the direct selling in China is in illegal situation. So from the beginning, direct selling is related to pyramid selling and China government has forbidden it.The key to improve this situation is to control it by law. The management,the people who do it and the customer should understand it correctly for the development of direct selling in China.The thesis through analyzing the definition of direct selling, combine the global development of direct selling and its history in China, get the result as followed: As a dividing sale system, direct selling has existed for more than half century. After China join WTO, the direct selling will become the important part of our economical system. The government should solve the problem in its development and find a right position for it.The thesis get the followed suggestion: 1. to the Chinese government, when making the law of direct selling,the key point is to find the real soul of direct selling: multilevel and people except consult the experience of foreign countries; 2. Set up the committee, to monitor and control it; 3. The government should treat foreign company and Chinese company in the same way. The Chinese company should get predominance by marketing policy to ready for into the market.
